TCI Community College in Partnership with LJM Maritime Academy Bahamas to Launch STCW Certification Programme 

The Turks and Caicos Islands Community College (TCICC), through its Technical and Vocational Education and Training (TVET) Division, is pleased to announce its strategic partnership with the Department of Maritime and Shipping and LJM Maritime Academy in the Bahamas, to introduce the internationally recognised Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) Programme. The first training cycle will commence on 18 August 2025.

The STCW Programme, an essential certification for anyone pursuing a career at sea, will be offered in both new certification and re-certification formats. The new certification course will run for one week, while the re-certification course will span three days. 

Course modules include:

  • Personal Survival Techniques
  • Fire Prevention and Fire Fighting
  • Elementary First Aid
  • Personal Safety and Social Responsibilities
  • Proficiency in Security Awareness

Affordable and Accessible Training

In an effort to make the certification more accessible, TCICC has implemented a two-tiered pricing structure:

  • First-Time Certification: Standard fee of $950. However, the first 30 individuals to register will benefit from a discounted rate of $800.
  • Re-Certification: Standard fee of $800. The first 50 registrants for recertification will receive a discounted rate of $600.

Each cohort will require a minimum of 30 participants for new certifications and 50 participants for recertifications. 

Building Capacity for the Blue Economy

Speaking on the launch of the programme, President and CEO of TCICC, Dr Candice Williams, stated:

“Our partnership with LJM Maritime Academy is a timely and strategic move as we seek to expand the technical competencies of our workforce and build the Turks and Caicos Islands’ human capacity for participation in the Blue Economy. As a responsive institution, TCICC is proud to answer the national call for maritime training that supports the growth of this vital sector. By offering internationally recognised maritime certification locally, we are not only meeting global standards but also creating opportunities for our people to pursue meaningful careers at sea without having to travel abroad. The training will be delivered at the highest standard, with smaller class sizes intentionally designed to facilitate more personalised, one-on-one instruction and ensure that each participant receives the attention and support they need to succeed.” Dr. Williams noted that TCICC and LJM Maritime Institute are currently making preparations for phase 2, which includes Boat Captain licensing and other certification courses.

Minister with responsibility for Maritime and Shipping, Hon. Zhavargo Jolly emphasised the broader national impact of the programme, “The STCW Programme is not just for those working aboard ships; it is equally critical for local jet ski operators, water sports businesses, and marine tour guides. This training equips participants with essential safety and emergency response skills and ensures that our tourism and marine sectors operate in line with international best practices. Most importantly, it provides Turks and Caicos Islanders with direct access to internationally recognised certification, removing barriers and opening doors for our people to compete and thrive in the global maritime industry.”
