TURKS AND CAICOS ISLANDS DELEGATION RETURNS FROM LANDMARK GLOBAL POSTAL CONGRESS, CHARTS COURSE FOR MODERNIZATION

 The Honourable Otis C. Morris, Minister of Public Safety and Utilities, has returned from the 28th Universal Postal Congress in Dubai, where he led a national delegation to help set the global strategy for the postal sector. The Congress, held under the theme “Leading the Change, Creating the Future,” is the highest decision-making body of the Universal Postal Union (UPU).

Minister Morris and the Turks and Caicos Islands (TCI) delegation joined the United Kingdom’s head delegation at the event, which convened representatives from 158 member countries from September 08 -19, 2025. The delegation included Permanent Secretary Desmond Wilson, Postmaster General Mrs. Elizabeth James, and Head Secretariat Ms. Shanetta Thompson.

The Congress focused on critical initiatives to guide the global postal system from 2026-2029:

• Setting a Forward-Looking Strategy: Delegates adopted a new UPU strategy focused on digital integration, sustainability, and inclusivity to modernize postal services worldwide.

• Building Resilient Networks: Discussions centered on strengthening international postal systems to withstand regulatory changes and global disruptions.

• Fostering Innovation: The agenda highlighted innovative solutions to leverage the growth of e-commerce and digital communication.

Event Engagement

The TCI delegation participated in high-level forums, including a Global Leaders’ Summit on digital-age challenges and a special session addressing recent regulatory changes in the United States that impact international mail. These sessions provided a platform for sharing best practices and developing collaborative solutions.

Commenting on the event, Honourable Otis C. Morris, Minister of Public Safety and Utilities stated “This Congress was a pivotal moment for the future of global postal services. For the Turks and Caicos Islands, our participation ensures our postal service will evolve to be more modern, resilient, and innovative. I extend my thanks to Postmaster General James and her team for their dedication and pledge the government’s continued support in this vital modernization effort.”

Mrs. Elizabeth James, Postmaster General noted “Attending this quadrennial Congress was essential for the TCI Postal Service. We engaged with key global players to advance our capabilities in critical areas like E-commerce and Electronic Advance Data. This ensures we will evolve in unison with our international partners to meet emerging challenges. I thank the Government and the Ministry for this opportunity and their unwavering support.”

The delegation returned to the Turks and Caicos Islands on September 21, 2025.
